Why is corruption prevention training mandatory for public law institutions in NRW? Information on the legal basis and reference to budgetary law.
Institutions under public law (such as municipal companies, broadcasters, savings banks, universities) are obliged to take measures to prevent corruption, including regular training for their employees and multiplier training for managers. The reason for this lies in several legal and practical considerations:
The implementation of corruption prevention training is enshrined in numerous laws, guidelines and administrative regulations at federal, state and municipal level. These training courses are particularly aimed at employees who work in areas with an increased risk of corruption. Although the regulations rarely stipulate specifically how and to what extent training should be carried out, they explicitly call for awareness-raising and prevention measures to minimize risks.
Budget law is an important point of reference. Preventing corruption directly serves to protect public funds and ensure that taxpayers' money is used properly, economically and sparingly. Corruption can cause serious financial damage and jeopardize the budget of a public institution or body. Corruption prevention is therefore also an element of budgetary and economic management in the public sector.
Training courses help to sensitize employees to risks and typical "grey areas". They impart knowledge about legal requirements, typical manifestations of corruption and show how to recognize and report suspected cases. The measures strengthen personal responsibility, increase transparency and reduce the liability and reputational risk for the authority.

The obligation to provide corruption prevention training is therefore not directly regulated in the NRW Budget Protection Act, but results from a large number of regulations on integrity and budget truthfulness in the public sector. However, the relevant budgetary regulations emphasize the importance of responsible handling of public funds, which includes the prevention of corruption. The training courses are an important building block for ensuring compliance with these regulations in practice and preventing damage to the public budget.
